Thanks for CNGamer6 provide this solution. I had try console so hard to make this solution work.
1.Download debug console for outer worlds
2.Finds out the Zora's review. And then negotiate with Sanjar(dialogue option), choose provide Zora's review.
3.Key in console command： QuestStart Sucker
This will not show up in "job". So you can just go on next step.
(press "~" on your keyboard. There will be a black area then key in command.
Please refer to the debug console link)
4.Key in console command： AddItemDebug FQ_0406_Outpost_AccessCodes 1
This will give you Abandoned Relay Station ID's key cards.
5.Go to Abandoned Relay Station
7.Key in console command： QuestStart Sucker
Just in case this command doesn't active.
8.Looking for object "Old Data Cartridge" in Abandoned Relay Station
9.Then get "Old Data Cartridge" to Zora. There will be new dialogue option shows up.
Zora will says she need some time. Go to complete some quest then come back to Zora.
Zora will waiting in 1'st floor of Graham's building.
10.Now you can enjoy killing Graham with Zora → Choose negotiate with Sanjar → Happy Fxxxing Ending
