The incident began on March 16 when FUKO and Poem of Biker rode their motorcycles, with engine displacements over 550cc, onto National Freeway No. 10 as a form of protest. Taiwanese law grants the Ministry of Transportation and Communications (MOTC, R.O.C.) the authority to designate specific routes and times for freeways to be opened to motorcycles with engine displacements over 550cc by decree. Although this law was passed by the Legislative Yuan (Taiwan's parliament) in 2011, the freeways have yet to be opened (with the exception of National Freeway No. 3A, which is no longer considered a freeway but an expressway). Furthermore, the two individuals were arrested on May 2 for obstructing official duties, disturbing public order, and obstructing traffic in relation to this incident. This translation and explanation aim to inform the global community about the incident in Taiwan and to protest on an international stage. Only very few countries worldwide prohibit motorcycles from using freeways, and one of them is Taiwan.
